In 8 ball, you don't return balls to the table. The 7 ball would stay down in your example, and your opponent would get cue ball in hand, which means he can place it anywhere on the table.

Sorry bub, but you lose. If you called the 8-ball as your final shot, make it but scratch the cue ball, give up the stakes, you just lost the worst way. If your playing 8 ball the 8 ball is the last ball to be sunk in. If you scratch while trying to sink the 8,you lose, yes all the balls get re-racked If you just scratch the cue ball at any other time, just the cue ball, comes out, and it's placed behind the break-line. The game continues to end. Just don't sink the 8-ball until the very end.

The object ball is not spotted. It stays off the table, and your opponent gets the cue ball (the white one) anywhere on the table (ball in hand).
Now, if the two players agree on the rules beforehand, then any number of rules are acceptable. But, if you are asking about the basic rules of 8 ball, then the above is true.

There are 100 different sets of "house rules" for 8-ball, but almost none of them involve bring balls back out of the pockets as this would make the game incompatable for bar tables.

my favorite set of rules is ball in hand for any scratch, even if its just that you dont hit your ball first, but me and my friends usually don't count a loss if scratch by not hitting your ball when shooting at the 8.

trickshoot and guy after him are correct.... always got to be wary of some local rule so make sure u have a plan in place for discrepancy's as they will happen when u play in a new place with new person.
