in order for something to be blasphemous there has to be intent on the part of the person. Since Tourettes causing involuntary verbalizations, then that person would not be held responsible for blasphemy.

No, it does not.
Blasphemy must be heartfelt. Does this person truly mean what they say? or who is to say what causes it. When a demon has possesion of you , is it not the demon who does the cursing and not the human.
I know that only if you truly mean hateful/hurtful things and take pleasure in them it is a sin , otherwise no its not.

I don't think that God will hold those with mental illnesses accountable for their "unholy" actions. I even extend this to suicide, for those who are so ill they know not what they do, and are tormented by schitzophrenia or other disease of the mind.
