I can't understand the wordplay in this joke

What's the difference between an in-law and an outlaw?
Outlaws are wanted.

Unfortunately my russian is terrible and I certainly can't spell, but I can try to explain the joke in English... Hope it helps some... Sorry I can't translate and forgive me if I explain things in too simple of a way.

An in-law is someone who you are related to by marriage (related by law rather than blood) For example, your mother-in-law is the mother of the person to whom you are married.

An outlaw is a criminal, someone who lives outside of the law. Thiefs, for example. The word is very often associated with cowboys.

The joke is saying that outlaws are wanted in the sense that people want to catch them and put them in jail (if you have ever seen a "wanted" poster which puts the persons picture on a poster so people can identify them). So outlaws are wanted but not in a postive way. In-laws however are never wanted in any way whatsoever (it is very much part of American culture that people strongly dislike their in-laws, so it is a theme in many jokes)

уголовно = outlaw, more or less.

The joke is that outlaws are wanted - by the police, for example and in-laws are usually not wanted by the family! Not very funny.
