my jeep starts off at 5mph even in park and the cop clocked me at 44 in what he says is a 30 zone though it is a 35 because it's a school zone and schools not in, right?? so i was actually going 39 in a 35 zone..well lf i pay it within the 60 days they don't report it to the bmv so my insurance won't be notified is that correct?

Almost nothing you said is correct.

The officer did not get your speed from your speedometer, he got it from radar. If you were going 44, then you were going 44. If you know your speedometer is off that is not a defense since you knew of the issue before you were caught.

The speed limit is what ever the posted speed limit shows. if it is posted 30 MPH during certain hours, then that is what it is.

The BMV will have a record of all tickets you received regardless of when it is paid. The only thing working for you is that the BMV does not send a notice to your insurance company. Your insurance company MAY check your driving record and see the offense.

This probably varies depending on who wrote the ticket. Sherrif, State Patrol etc. However generally speaking they will report moving violations to your insurance company. Depending on your policy you rates may or may not change. This is why folks get attorneys to fight the ticket and get it changed to a non moving violation.
