According to pyschics they are "Angels". Scientists say that it is residual energy and occultists say they are the first sign of ghost manisfistation. So there are a number of ideals behind orbs.

Orbs represent energy. In most cases, your camera just caught a shot of some dust flying about the room in front of the lense.
However, if you truly believe it to be an orb, it's not necessary to be worried off the bat. Creepy, yes. But depending on how spiritual of a person you are, or if you believe in supernatural presences... it's usually considered evidence of a spirit. Spirits are not things that should always be feared. Often, they're harmless. It may not even be a continually-present force. It could have been a past friend or relative letting you know that they're okay.
Because it's freaky, people often jump to the scariest conclusion they can think of (which is completely normal). But to see if this is something else, you should investigate further. The easiest thing to do is to buy a cheap voice-recorder with a cassette tape. Look for EVPS. Do this by standing in your bedroom, and talking to the presence. Ask it it's name, and why it's there, and if it has a message it wants to give you. Give appropriate time for it to respond. Then leave the tape player recording as you sleep. When you wake up, listen back through the tape with the volume up high.
Look for any unexplained noises, especially voices.
Remember, it is possible that this was just a speck of dust we're talking about!
Also, stick to your gut feeling. Do you feel anything's wrong or abnormal with your room? Do you feel like you're being watched? Sometimes, your own intuition is the best judge.

most orbs are only dust and moisture particles
they are so common these days due to the high shutter speed found on digital cameras
I say most orbs ... occasionally you get a nice spirit light , but it is rare
but if you catch a spirit light on camera .... it can and should be caught on a slow shutter camera and also seen with the naked eye

Orbs in a photo are caused by refraction (secondary image) of a light source in your room. Turn out the light or get a polaroid filter.

An "orb" is light from your flash reflecting off a dust particle.
