Being a Bronx resident most of my life, yeah, there have been hard times from the 1970s to the 1990s with the violence, abandoned buildings, gutted out areas that past Presidents visited (Charlotte St. - Jimmy Carter, Ronald Reagan). And even though The Bronx may be somewhat slower in growth than Queens and Brooklyn (due to its close proximity to Midtown/Lower Manhattan), the Bronx has made its strides in rising up.
The area along Bruckner Boulevard in the South Bronx nearing the 3rd Avenue Bridge is called "SoBro" because of the antique shops and artist lofts developing. Over the past 15 years or so, family homes have replaced the gutted out tenements and vacant lands of the South Bronx. The Riverdale section (where I live) have rental prices comparable to the Upper East/West sides of Manhattan. You still have the attractions here (Bronx Zoo, City Island, Arthur Avenue, Yankee Stadium). And just like the rest of New York City the Bronx is seeing it's drop in crime as well. Years ago the Bronx was even voted an "All-America" City.
My prediction is once the new Yankee Stadium is complete, you'll start seeing luxury residences, name brand hotels (Marriott, Sheraton) and shopping centers (one is being built right near the old Yankee Stadium along the Deegan (87)) being built up in the South Bronx. Even from up in the Bronx, there are lots of subway access available down there and as Queens and Brooklyn get priced out, the Bronx will be the next place to be.
Admittedly, back in the glum days, I wanted outta here! But now with things changing (along with viewing other cities), The Bronx is where I wanna be!

you have the Botantical gardens and the Bronx Zoo, you have little Italy (arthur avenue), the Bronx Muesuem of Art, Van Cortlandt Park, 2 golf courses (van cortlandt park and pelham park) and golf drive (co-op city). If you are into seafood, there is city island, where they have good seafood and its always fresh (its right by the Long Island Sound), its not the cleanest beach, but they have great concerts at Orchard Beach. On 161st street and Grand Concourse you have the Bronx walk of fame, which names the celebrities born and raised in the Bronx.
You have shopping hubs in Fordham Road, 3rd Avenue, Jerome Avenue, Tremont Ave, Southern Blvd, and Parkchester to name a few (the hubs have different stores for shopping; like an outdoor shopping mall) and the Bay Plaza mall.
If you are interested in going to college, the Bronx has Herbert H. Lehman College, Bronx Community College and Hostos Community College, all colleges under the City University of New York (CUNY), Fordham University, Monroe College, Mercy College and Manhattan College.
And, of course, the grand jewel of the Bronx, Yankee Stadium (both old and New) . The new Yankee Stadium will open in 2009, and 2008's All-Star baseball game will be hosted by the NY Yankees in the old Yankee Stadium, which will close in the end of the baseball season 2008. Well,let me answer that for you. I have been to the Bronx a few times and it is not that bad of a borough. The main attraction there in Yankee Stadium. You have got to take in a Yankee game to know what this team is like.

I think its the slowest to recover from the 'dark times' a few decades ago.
i think the Bronx is set to be something so much more, but only if its residents stop treating it like a wasteland and start showing respect.otherwise its doomed to continue to be the poorest borough/county in all of New York State
