If you mean quarterly payments of amounts you withheld from employees, this is a very serious breach of the law. You kept your employees money. Pay this without fail no matter where you get the money.
If you mean something else, call the IRS and ask them.

The IRS gets very unhappy with people who withhold taxes from their employees and then don't remit them - you are basically stealing someone else's money that way, even if you eventually pay it back.

There are penalties on top of penalties when you are messing with withholding taxes. You need to contact your tax accountant today, but tomorrow.
Maybe you to hire a payroll service that will process your payroll and take on the responsibility for filling all government papers.
