No. Noone can garnish social security or welfare for unpaid debts, except for back taxes, child support and/or federal loans.
If you have direct deposit and the funds are clearly marked as SS or state assistance, the funds are protected as well.

Yes. Your status as a fixed income person has nothing to do with what you owe them. Your income is just that - earned income, whether gov or private entity. I suggest communicating with them to rectify the situation or past due bills.
Most states have agencies to offer utility assistance, namely in the case of emergency or basic needs - such as gas or electricity to heat. Others are available for other utilities, like telephone.
Most companies prefer to establish a payment plan pre garnishing. Check to see if a third party is handling the garnishment, if it has already occurred.

I do not think government pensions or social security can be garnisheed by anyone. However, if you have it direct deposited, the banks claim they don't know the source of the money so it can happen.
