It sounds like you do not have an Administrator account. If this is the case, the short answer is you can't. The long answer is the same.

Talk to the owner of the computer and ask if s/he will allow you to change your account temporarily to an administrator account, or to elevate your account temporarily, just long enough for you to download your tunes. If they won't let you you will need to use somebody elses computer who will.

Make sure you Authorize the computer so you can download to that computer. If you need to borrow a computer you first have to Authorize it to get your tunes.
