I hate to say this kiddo, but it is permanent. BEFORE getting a tattoo, one should always consult locals and many shops and many portfolios so you don't get someone who is new to this. Granted it might be a fairly simple tat, but with a cross that needs to be symmetrical, he should have used a stencil. If he freehanded and you told him not to, you are either in someone's kitchen or a place you need not go back to.
I would suggest finding another shop, with a tattoo artist that will listen to you, and seeing what ideas they can come up with to help.
You need to wait anywhere from a week to a month in order for someone to start working in the same area again. It will scab and itch, continue to care for it, then it will peel, and afterwards it will get a glossy layer of skin over it. Once the last glossy layer is gone you can have work done on it again.

The best way to go is to go to a parlor and stay away from that guy and ask somone if they could totally fix the tattoo because you highly dislike it and hopefully an artist will take the job but most artist have something about touching other peoples art but ask for them to put there own little finishing touches on it and to make it there own and hopefully they can help you out

your first mistake was getting a tattoo from someone who is not experienced. and that is 100% your fault. also, if he freehanded it he should have let you look at it first, did you? if you didn't notice that it was uneven then that is your fault as well.
did you look at a portfolio before getting tattooed by this guy? NEVER get tattooed without seeing a portfolio. definitely do some research on artists and find someone who is talented before you have them fix it because if you get someone who is equally as untalented to fix it, it won't look any better.
before getting more tattoos you definitely need to do some research and educate yourself about it all.

It may not be fixable. Wait until it is fully healed and find a GOOD tattoo artist and ask them what they can do. If anything, you might have to cover it up. They aren't usually fixable. Did you let the tattooer know is was jacked up?
