It's a dominant behavior in dogs of both sexes, not just males. Your parents' collie is just trying to show your son that she is ahead of him in the household hierarchy, even if she's not. The only thing you can really do about it is scold her when you see her exhibiting this behavior, and keep an eye out to make sure she doesn't try to snap at your son - not meaning to do him harm, she may just be trying to "put him in his place" since she sees herself as his superior.

Sounds like the collie is establishing dominance over your child. Because your child is so young and may not be able to get the message across himself, the only thing I can suggest is to discourage the dog with a verbal NO... and maybe give her a time-out for a few minutes in a crate or seperate room. Then let her out and keep repeating the process until she understands that whenever she tries to mount him she will end up seperated from the "pack." Also, maybe see if your parents can get any helpful info from their vet.

The dog is attempting to establish dominance over the "human puppy" in a friendly way.
However, this is inappropriate. You should not let the dog claim dominance over the child, or she may feel entitled to nip (spank) him when he misbehaves. By your description, I am not worried that she will do any serious harm, though.
You just have to train her that the child is not under her authority. Tell her "no" when she tries to mount him. You may also help your son gain some dominance by training the dog. He's old enough to say "sit," right? Teach him to tell the dog to sit, and to give her a treat when she does. This will quickly give the dog the message that the child has dominance, in a friendly way. Of course he will need your help in doing this, but the dog should get the message that even the human puppy can give her commands, and is not a candidate for mounting.

Dogs mount for dominating. Because your child is small a dog feels it can dominate him.
It is a pack thing among dogs and wolves. Only one can be the leader and that leader will mount and even growl while mounting the other animal.
I have 4 dogs and the female does this to the males every so often. She is simply telling them she is boss and to respect her.
It is not always a sex thing.
The Dog needs to be trained not to mount. The owner of the dog should contact a dog trainer to stop this.

When a female dog mounts it means a dominance. She is saying that i am the alpha of you in the wolf pack. the best way to try and get this to stop is to have her lay down. turn her on her back. have your son near you when you do this. place your hand on her throat like a dog would do. but don't choke the dog. use the curve that your thumb and your pointer finger make to place there. make sure you are over her and when she stops wiggling then place your son on top of her bellie. she will then realize that your son comes first in the pack not her. she is just trying to make her place in the pack. I have heard of this being done in other homes too. I suggested this and it seems to work. You may have to do it more then once before she gets the hint. Oh make sure you feed your son before the dog maybe make it look like he is eating the dog food first before she gets it. The Alpha dog of the pack eats first and tells who can eat next. It will work

Dominance over the child! some dogs respect human adults but small children are sometimes not considered pack leaders. You must curtail this asap to avoid issues in the future.
