Because Elijah wrote it BEFORE he ascended to Heaven and told Elisha to deliver it at the appropriate time -- this is how prophecy works.

Jn.3:13 = "And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven."
Acts 2:34 = "For David is not ascended into the heavens: but he saith himself, The Lord said unto my Lord, Sit thou on my right hand,"
Now about Elijah
Was Elijah taken up in a whirlwind? 2Kings 2:11. Wind would only lift him into the atmosphere, or the first heaven. Did his disciples think he had been taken up to heaven of God, or did they want to go look for him thinking he may have sit down nearby? 2Kings 2:16. Several years after Elijah's miraculous removal, did he write the letter to King Jehoram of Judah, thus showing he was still living somewhere on earth? 2Chron.21:1.,5,6,12. (2Kings 3:1 Elijah had been taken up by the whirlwind before King Jehoram ascended to the throne in 18th year of King Jehosophat's 25 year reign.

Elijah does not go into the invisible spirit realm, but he is transferred to another prophetic assignment. This is shown by the fact that Elisha does not hold any period of mourning for his master. A number of years after his ascension in the windstorm Elijah is still alive and active as a prophet, this time to the king of Judah. Because of the wicked course taken by King Jehoram of Judah, Elijah writes him a letter expressing God's condemnation, which is fulfilled shortly thereafter.

maybe he wrote the letter before he went to Heaven.
I don't think the Bible actually said that he was taken to Heaven ; but up into the heaven's; like the sky; he could have flew across the heaven's to another location.
Enoch was taken away by God ; but it did not say he went to Heaven -- maybe just another spot on earth.

Because the chariot of fire was a result of the story being told, generation after generation and he really didn't end up in heaven, or sick she bears on teasing teens.
Its incredible that we can play Chinese wispers as kids, and learn the value of how gossip leads to misinterpretation and complete exaggeration of original messages, but then claim it didn't happen with biblical text.

Also, Jesus said that no one before him had ascended into heaven.
Apparently he forgot both Elijah and Enoch.
