building my own small IC engine, less than 2 cu in for models. i am unclear of a choice for cyl sleeve material. would chrome-moly be an acceptable steel or should i use something harder? also is this workable without extravagant tooling?

A lot depends on what you're using for rings.
You want the sleeve marginally harder than
the rings at working temperature.
You also want to match the expansion of
the sleeve and piston materials with
consideration for the clearances.
