About 2 weeks ago my lovebird started pulling out his feathers on the center of his back and has bare skin and blood.we have been putting a special ointment on his back but the feathers dont grow back.Why is he doing this and what should I do?

I would first take the bird to the vet to make sure this is not a health issue, meaning, infection, illness ect...
Lovies aren't usually feather pluckers, and I would say there is a health reason that is causing this and your vet would be able to give you the proper meds.

EDIT: lovebirds do NOT need a second lovie to be happy. And most likely if you got a friend for your bird they would fight, and lovies will kill.
If this bird is your companion, it is happy with YOU.
As I stated above, chances are this is a skin infection or something similar. Lovies rarely pluck for mental or emotional reason.
You do have toys in the cage, and are spending time with your lovie, then its very doubt ful this is emtional.

More information would help to better answer your question.

Are there enough toys and a big enough cage for your bird to be comfortable and happy?

Do you have a companion for you lovebird? If not this would be the first thing I would do. Lovebirds are companion birds and should really not be by themselves, your bird will be so much happier with a friend.

Is your bird male or female and what is the age of your bird?

All of these things will play a part in your bird plucking. Birds pluck because of illness, anxiety, loneliness, age, boredom etc. Make sure your bird has an adequate diet with fresh water and lots of choices of veggies and fruits. Make sure the cage is big enough and plenty of room to move around, spread the wings etc. Make sure there are plenty of toys and thing for your bird to do. Make sure you spend plenty of time with your bird outside of the cage. Get your bird a friend! Take your bird to the vet.

well... call your vet and they'll ask you some questions about its environment and they can decide what to problem is. it may be medical reasons... it may not. if its healthy it might be either stressed or bored. toys and affection are the best when its those two.

the best person to ask it your avian vet. you need to rule out medical issues (sickness, bad diet, poison) before you start tryiing to figure out if there are emotional issues (boredom, lonliness, stress, lack of sleep, etc) so you need to talk to your vet first anyway.

Birds sometimes do this when they are upset. Has anything changed recently?
