Yes, the toys are too loud. And its only worse for kids that they tend to pick them up and play with them right next to their head. Duct tape over the speaker is how we've dampened the sound on all of our kids' toys. I've never tried adding extra batting or cotton, plus that might make the toy unbalanced if the speaker is on the bottom of the base of the toy.

either don't buy the toys that beep or don't install the batteries. e.g. if you have a play kitchen that makes "realistic frying noises" take out the battery and let your kid make the sound effects.
seriously. it's not just that they're too loud, but that toys that make the sound effects stifle imaginative play. a good set of wood blocks, some marbles, some dominos, some board games, a deck of cards, some puppets or dolls, a jumprope, some puzzles, etc ... these are the kind of toys that not only are easier on kids' (and parents') ears, but are both fun and good teaching toys.

Cause of the increasing levels of sound pollution in the human "Termits" like houses or shoe-boxes like homes, adicted (?) to more and more polluting car, trucks, and so on, CHILDREN ARE BECAMING LITTLE LEVELS DUMB (?) ( I mean lowering audiction) , even from when they are still UNBORNE, still in his Mothers belly! It's real!
Otherwise, child are "magnetized"and his attention/perception captured by sounds (maybe an evolucionary development), so, toys developing child toys are light years before customers, and offer what children will ask or FORCE his parents to buy: the loudest producing toys! It is real!
Counseil:
1. Low your anxiety a little if you can. Ask your pacient husband to help to do that. He certainly will help.
2. Exactly what other answerinf fratelly are sugestng: put things in the speakers, and the last but not the least,
4. Why to buy so many toys? Give your child every day objects (not dangerous ones, of course) and let him learn 'bout REALITY fron his early age. You will get healthy and SMART HUMAN BEING!
lOVE YOU, LITTLE ONE PARENTS SO CONCERNED!
Stay well!

My concerns with those toys is the plastic, and the chemicals in lead. Does she NEED loud toys? There's plenty of fun toys that actually require kids to use their imagination and learn, without noise.

A small strip of duct tape over the speaker works well.
