It sounds like it could be hot spots.
You need to take her to the vet so they can figure out exactly what it is and how to treat it.
If it is hot spots, they'll give you a cream/spray medication- you can also use Neosporin (apply a few times a day) in the mean time; however, you need to get it to the vet for the proper medications.

my dog gets that to its called hot spots you can buy medicean for it at any pet store and it dosent have to be hot to get it
