what's the job title and do you have to get certified, or a degree to do this, or what?

I think most professional dream interpreters are generally self employed, as opposed to working for someone else. As far as how to go about getting training, I guess the thing to do would be to look for professional dream interpreters on the web, and ask them what sort of training they have. I would think at the very least they have some education in psychology, or some form of counseling experience....

That was hoax Freud got away with for close to fifty years.
In psychology your talking psychoanalysis which you can get certification at different levels. MD with four year specializing in psychology Psychiatrist. Psychologist with Masters and state license, and Psychology with pH D internship and state license Suggest you check out book by Dr Gardner called Talking With Young Children for one way to reach young people's subconscious. All but first one are general titles, and the important part will be specialization you get. Dream analysis still might be offered, but unaware of any programs. Take heed this was written by one that thinks abstract dream anylsis is tottal BS.

You need to be a doctor of Psychology, LCSW, or have a degree in counseling.
