Hit and Run with injury. This is a felony in most states.

Under the circumstances, he would have been just fine if he stayed there.

The following are possibilities and not limited to just one:

1) Court costs and fines.
2) Probation
3) Medical restitution
4) Drivers license suspension or revocation.
5) Conviction of the assault.
6) A possible jail sentence (under the circumstances it would not have been as bad had he not left the scene of an accident with injuries)

Your brother is going to jail.
The worst that could happen? Your brother does not turn himself in, the police eventually find him, and he goes to jail for a longer sentence.
Tell your brother to get a lawyer and turn himself in. In that order.
