I can't figure out how to enter the information where the text goes RIGHT on top of the line (blank) instead - it goes into the line and just spaces the line to the right making it skip to the next. I just want my entered information to SIT on top of the lines.

Can't do it in Word. You'll have to "back out" the line and enter info.

Press the Insert button to switch into OverType mode. If the producer of the form did this right, the underlining should stay under your entry as you type; if not, it will disappear. But the line won't grow until and unless you reach the end.

Don't forget to switch back to Insert mode by clicking the Insert button again, or you'll hit the #1 MS Word question here on Y!A: Why am I typing over characters?

If you created the form, make it using tables and switching borders off except where you want the lines to be. One cell per question or answer field.
