8 weeks. Any earlier and the maternal antibodies are probably going to override the vaccination anyways. They should be done at 8 weeks, 12 weeks, and 16 weeks is optional. The rabies should be done at 6 months. See the links below:

6 wks. Any earlier may not be effective. There is a window of when moms immunity leaves the puppies and when the puppies start up their own immunity. The span is 6-8 weeks of age. Once the vaccinations have been started they need to continue every 3-4 weeks until they are 4-5 months. You should check with a veterinarian to see what their protocol and requirements are for your state.

At 8 weeks a puppy can be taken from its mother and this is when people should take them to the vet for their first shots. Puppies need their mother for more than mothers' milk until they are 8 weeks old.

I see far too many puppies coming in our store that are under 6 weeks old! These pups are at risk for exposure to illness, and also a lack of socialization skills!

6 weeks and then the follow up boosters at 9 and 12 weeks
rabies at 4 months and spay neuter at 5-6 months
A puppy should be vaccinated at least once by the breeder before leaving to go to new home.
