Legally, no where. You have to pay for it.
Illegally, you may be able to find a copy using the Torrent sites. But as Photoshop now "phones home" to activate itself, usually pirated copies will only work for 14 days then quit.
Look instead for a copy of PaintShop Pro. It is a Photoshop
clone" that came in a shareware (free) version until about a year ago when Corel purchased it. Do a Google search and you may still be able to find an earlier version (before version 10) for free. The lastest version can be purchased in the $70-100 range if desired (compared to Photoshop for $300+)
Or go to http://download.com and get the free photo editor GIMP. While not as powerful as Photoshop, it will do everything most "home users" will ever need.

Photoshop Elements is a better choice for average consumer. It's great for managing digital photos and makes quick easy edits.
