You can try Right Click on icon or EXE file, select Properties then Compatibility tab, tick “Run this program in compatibility mode for” and select XP or lower.

I've got XP and was offer to change then i heard it (vista) was having alot of problems so i resisted!! good thing!!! it seems they didn't work out kinks before releasing!!

better run the application in Administrator mode. maybe vista is blocking the application to create or modify a file because it doesn't have enough privelege.
