Its called letting you sort out your own problems and learning to be independent. She's there and she's listening, but it may not be so important that you need her and she knows this and is waiting for you or your brother to figure that out.

I remember my mom totally tuning out - my brother and I were perpetually arguing and tattling and she just stopped listening because she knew it was going to be the same thing over... and over... and over...

When we REALLY needed her full attention, we'd stand there and say "Mommy... mommy... mommy..." until she'd stop what she was doing and look at us. The funny thing is, she wouldn't say anything so she'd be looking at us and we'd STILL be going, "mommy... mommy... mommy" until she'd yell, "WHAAAAT?????" and we'd be so startled we'd forget what we wanted to tell her.

I'm not sure, but she is probably distracted from all of her daily responsibilities. Have you tried to tell her how your brother feels?
