People are not evil. People are people. They do things that hurt others, intentionally or otherwise, but nobody is essentially evil.
Evil is a matter of opinion. Good and evil are opposite ends of the same plane, which means they are esentially the same, and only one's own ideas can differentiate between the two. your idea of evil may be different from mine, so we should avoid labeling people with a title that can't be proven.

Well people will reflect the World or they will reflect God. What they have around them is negativity. The soul is either a creation of the environment outside of the flesh or a reflection of the spirit man. If it is reflecting the inner spirit, and the inner spirit is reflecting God, like it is suppose to, then it is impossible to be evil. You either deal with one Spirit, God's Spirit, or you deal with all the rest. The soul is the mind, intellect, character, will and emotions. What is influencing your soul?

People tend to be loyal to the social group that supports their own interests.
If you group is attacked by others who want to take your material resources, you defend your group.
This loyalty to the tribe is good if you are a member of that tribe, but evil and sinful if your belong to the tribe that wishes to steal from you.
