I gave her Children's Tylenol Plus 6 hours ago, her temperature right now is 99.3. She wants to go to the doctors, but I don't if there is anything they can do for her.

YES---if the doc is open, and they will take her in TONIGHT...go there. If not, tell them (if they say they wont see her) that you will be taking her to either an urgent care center (if you have one) or the ER.
Most likely, it is STREP/pharyngitis/tonsillitis/postnasal drip (even possibly without a sinus infection-since you didn't mention any sinus pain, although she could have the infection without the pain showing YET).
She would need antibiotics if that is the case.
If it is viral, she at least needs something to help her with the sore throat so she will eat.
Good luck to you both.
ps--temperature is RELATIVE. you say LOW GRADE....but, mine is usually lower than 98 NORMALLY, so, for me to be at 100---that is a big fever for me, and I feel like death. Also, if she has had ANYTHING like tylenol or advil, that will lower the fever down, so any fever you are measuring will actually be HIGHER than what you are getting on the thermometer.

Take her to the ER, at least you know she will be seen when you take her and not have to let the doctor's office dictate what time she can come in. As long as she is able to keep fluids down, she will stay hydrated, and the cool fluid may sooth some of the achiness in her throat. She may have Strep along with her cold and an antibiotic would help her out tremendously. Until you have her seen, alternate Tylenol and ibuprofen at q. 2 hour intervals, this will help keep her fever from escalating and her possibly having a febrile seizure.
I hope she feels better soon.

I have had that lately. I think it is a virus. Usually when I get it the dry hacky cough lasts about 3 weeks. I think it is bronchitis or walking pneumonia.
Since she is only 4 years old, she could also have whooping cough, but in any case young children should go to the doctor because their conditions can change fast. Take her to doctor, urgent care or a children's hospital ER.

a low grade fever indicates a viral rather than bacterial infection, and in that case, there isn't anything the doctor can do. Keep encouraging fluids, popcicles will help with the sore throat, and check her temperature every four hours, if it goes over 102, that would be indicative of a need for a doctor.

Kids get sick. Kids live through it. Keep giving her fluids and encourage her to rest. If she is sick more than 3 days, or her fever gets really high (above 102) you should take her to the doctor. Otherwise, don't waste the money - she will get well in a few days.

Could be a lot of things: start of the flu, a bad cold, or something worse. So, please don't delay in taking her to her pediatrician as young children are prone to develop pneumonia this time of year as the result of untreated chest infections.
