You're right; you cannot get pregnant.
However, condoms cover only the penis, not the genital area. There are 30 kinds of sexually transmissible HPV (human papillomavirus = warts) that can infect the genital area. So can herpes. If the male has syphilitic sores in his genital area and you touch a sore, you can also contract syphilis. Gonorrhea can also grow in the throat, mouth, and eyes.
Sexually-transmitted diseases aren't just transmitted via oral, vaginal, and anal sex. The only way to absolutely avoid getting any kind of disease is (you guessed it) to have one partner and for that one partner to have you only.
I volunteer at a womens health and pregnancy center and I see this scenario quite often. Yes, the condom will offer substantial protection, but there's no such thing as 100% protection.

Oral sex is when u...emm...suck the penis, which you TOTALLY wont get pregnant or a disiese from if he has a condom. the only way u can get pregnant is if he puts his penis into your Virgina. With a condom u wont get pregnant though.

its pretty much a 99% chance, but theres always that 1% that you would get pregnant or a disease.
Honestly, its better not to have oral sex unless you know the person really well and know if they have the disease. because what if you get herpes? that would not be good.
and i know your probably saying 1%?! i wont get any disease......
It could happen. dont take it less seriously just because theres a smaller chance.
Hope i helped :)

The only positive way to not get pregnant or a STD is abstinence. However, what you are proposing is about as safe as it gets.
