We need to know more... of course not many Dr. on this site. When I was young I use to get that from masterbation. If you are an adult and this has never happened before I would seek med attention as soon as you can. Most important thing to remember is not to have sex until you do have it looked at.

get to a doctor now you could have a serious std get checked and get on treatment and in the mean time dont spread it keep it in your pants
