Two things -
1. Talk to your primary care doctor and get a physical. You need to see if there is anything physically wrong with you - especially with your hormone levels.
2. See a Counselor - talk with them about your feelings and emotions about always wanting to masturbate. Maybe they can help give you insight into why you're doing it so much.

Sure it's normal but think about this 2 out of 3 people jerk off. Evan me.(I'm 14) it is not fun.Just on you break at work or when your in the bathroom play a game on your phone. Keep your hands and fingers busy. And at home go for a jog if you don't want to do that find a nice hobby.😊 And never yell yourself you can't do it.
