sounds like an excerpt from Paul's second letter to Timothy:

Having a form of godliness, but denying the power thereof, from these turn away

This is one of my most favorite epistles. Talks alot about some of the things we hear today. People "dissin" Christianity and the Bible.

Many people believe in Christ, but deny that He has power in their lives. They are legalistic and cannot understand the miracles all around us every day. They may know a lot of the Bible but they don't believe in the miraculous interventions God makes in our lives.

Not sure where it comes from. The Bible speaks of those who have a form of godliness but deny its power. It also speaks of those who have a zeal for God but not according to knowledge, but can you tell us where your phrase comes from.
