what type of camera takes pictures that allows you to do selective colouring, is there another way to do this using photoshop?

#1 for selective coloring there are thousands of tutorials on this board each day so in order not to be redundant I recommend you look one of them up.
#2 for black and white go to "saturation" and eliminated all color.
#3 for that glow go to filters>distort>diffused glow

you do selective coloring in photoshop via layers.... you can also change the setting in your camera to make it black and white but you shouldn't do that if you have the option of a photo program
