You will not go to death row because the UK has abolished the death penalty for all but a few offenses, such as high treason and raping the wife of a King (the UK has not had a wife of a King since the 1950's, so that one should not be a problem), and a few other things, none of which are remotely relevant to this discussion.

You've spotted the well-known American assumption that everyone is talking about their rules. Again.
To answer your question, no, a spare wheel is not a legal requirement. In fact, I know of a couple of hire outfits who deliberately remove theirs to prevent theft, so you have to call them and they send someone out with a spare & tools - not terribly helpful in the middle of the night!

Not a legal requirement, but if you were stranded you could claim that the car wasn't fit for use and get your money back and possibly even additional costs

In the United States of America a rental car is expected to be clean, safe and complete with a spare tire including the tools to change that tire.

Yes it is ,along with a wheel brace and jack.If they do not the car is not legal for the road.The same applies to your own vehicle .. If it does not have these items ,insist they supply them before you leave or report them to the police . If you get stopped you will be fined as well as the company.
