If a person is a third country citizen with permanent residence in Czech Republic ( and a family member of Czech Republic citizen) which is a new member of Schengen from 21.12.2007, will he still need any visa at the airport when entering Schengen country from outside?

Good question. The answer is yes, for now. The other Schengen county will look at you as a citizen of the 3rd country, and apply the laws that apply to THAT country to you.
You will need a Schengen visa to travel in and out of the zone - because you are not a citizen.

Hi there, You don't need a VISA as it's the European Union, by having a Visa for Germany you effectively have a Visa for the whole of Europe, all those places above will be absolutely fine, So travel and view our beautiful lands, I wish I could see your beautiful homeland! Enjoy! Alski
