But, there IS a legal requirement for every occupant to use either a seatbelt or juvenile seat restraint.
Since car manufacturers only provide one seatbelt per seat, then this prevents two people sitting on the same seat, which answers your question.

YES! You could be ticketed, fined, or given a warning the first time. However, what should be even more important to you is the potential for MAJOR injury or death should you be in an accident while seated that way. And don't think it can't happen to you.
Most accidents happen within 5miles of home.

The law is quite clear that there can be no more than 1 person per seatbelt in the vehicle. Thus if you have 4 sealtbelts, you can only have 4 persons.
