If you have printer access, make a little booklet of gift certificates of nice things you can do for her. Don't forget back rubs, hairstyling, and pedicures. The people with those jobs are the ones you end up spilling your guts too. Your mom will appreciate the chance for the two of you to have the time to talk, and get something nice for herself all at once.

How about making up a gift certificate for her. It could be for helping around the house or doing something that you know she'll like. Maybe a weeks worth of you cooking dinner or doing laundry. Be creative. You can come up with something that will make her happy. Giving of your time is much more valuable than buying something from the store. You can make up a gift certificate on the computer and put it inside a card that you make or buy. She'll love it.

Buy her the flowers she likes most & tell her that you wanted to buy something more alive thing then metal or anything else. And when you give her flowers tell her how much you love her and you appreciate her as a mom. Give her a big hug. For parents, specially moms this could be the best gifts she could have. everything else is materialistic...Good Luck

Get a photo frame and put a nice photo of yours with your mom in it. You can get a reasonable frame in $2 to $3 and a single photo print will not cost more than $1. Walmart is a good place for both. You can also use online photo printing options.

There's a nice list of inexpensive, meaningful gifts at the zenhabits forum (link below). Some of them are up to $20, but many are free (or almost free) and very thoughtful. They've been collecting ideas at that link for weeks.

I'm a broke college student so I know the feeling! One year I wrote my mom a nice poem, typed it up on the computer, then bought a frame from walmart and framed the poem. She loved it!! She hung it in our living room. Or if your terrible at poems you could write her a letter and put it in a frame, my friend did that once for mothers day.
