"Candour gives wings to strength." Motto of the Earl of Belvidere. From "A Dictionary of Quotations from Various Authors in Ancient and Modern" by Hugh Moore, Published 1831. Whittaker, Treacher, & Co.

Later I found a source, Fielding's new peerage of England, Scotland & Ireland by John Fielding, Published 1790
Original from Oxford University, Digitized Sep 19, 2006: "Truth gives wings to strength."

For what it's worth, I also saw the following version several times: "Sincerity gives wings to strength."
