No there isn't. If that is a feature you want then you'll need to look at a different camera. The Canon G9 allows full Manual control.

If you mean manually control the shutter speed, the answer is No.
Nikon (Coolpix) S51, and with it a lot of other compact camera's, doesn't support manual control of the shutter speed.
It supports manual control of the ISO though. For example: choosing a high ISO range would force the camera to choose a faster shutter speed and visa versa. Taking picture's this way, though, requires a very intelligent camera. Because it constantly has to make the proper adjustments to produce clear and thus usable pictures. I don't no if the Nikon S51 is that smart.
My advice is: If manual control of the shutter speed is one option your looking for, I would consider another camera.
For example, the Casio Exilim EX-V8
