Unfortunately, it does not. However, you can call them and ask them to waive it each year. If you are in good standing with them, you have an excellent chance that they will do it. If you have a high balance, they probably won't do it.

If I were you, I would switch cards. You can get a Citibank or Chase card with no annual fee and both cards offer rewards.
