The license expiration is usually dictated by the actual fishing season, not by purchase. It's pretty much the same in most states. You would probably at least give them a clue of what you would like if wrote the letter, but you would stand a better chance of making a change if you went to your State Rep. or State Congress person.

Having no idea where you are located, i can't answer your question, but i can tell you, that it is a different price in each state. then comes the part, if you are a resident or not.
you can probably contact your state agency, that handles fishing & ask them.
That is the best that i can do for you.

$9 in the state of Georgia. They used to always expire in April, but things changed a couple of years ago, so now, if you buy in December they expire in December of the next year.
