for "Destined to Rule" or "Destined to Reign" or something of that nature. Anyone know of a good website I can get this at?

I would sugget "Potiturus" (domed to reign) that's the future participe of the deponent verb "potiri" meaning to reign, to possess,to control.
It's the same form of the famous "moriturus" that means
"doomed to die" and was used by gladiators to self-identify in front of the Emperor called to let them to live or to die.
Don't trust in websites tanslating Latin, all of them are pure garbage.
