First off, this man is your brother in law...he is only family because he is married to your sister (there is no blood ties involved)..so no, it would not be incest.
However, this man is your sister's husband and it is simply wrong for him to try anything with you, or anyone for that matter, and vice versa. If he grazed your chest area while reaching for something or stretching then it's highly possible that this was an accident. If he didn't have a reason to even be in your personal space and did some groping then of course he meant it!
I suggest, if you do conclude that this was on purpose, that you speak to him about what he had done...let him know that it isn't ok and if I was in this place I would tell my sister.

As much as I'd love to call this one a scandal, I've gotta say you're overreacting, sister. Not only is he not blood-related, but it sounds like an innocent enough mistake (from the vague details you've offered.) If it happens more than a time or two, I'd be wary of it...and perhaps mention something...but at any rate, incest isn't the taboo you need to worry about.

Incest is a close family member (blood related)who has intercourse with another close family member.
A non-family member who touches you once doesn't necessarily mean anything at all. If he does it again, look him straight in the eye and said you do that again I tell my sister.

It is not incest. Almost any part of the body can very briefly be touched accidentally. If it happens more and more, then there is a problem.

It isn't incest because you are not blood relatives.
It is him attempting to cheat on his wife... probably trying to act out a fantasy of having 2 sisters at the same time.
You need to tell him off the next time he tries something, and you really need to put your sister on alert.

It is not incest (that would be between father-daughter, sister-brother, mother-son.) However-----are you a minor? That, then, would be criminal. Be aware of your brother-in-law's actions. You say you are not sure, if he meant it. If something does happen, and you are sure, you must speak with someone. (a school counselor, perhaps?) Do not allow him to take advantage of you. He DOES know better, and he DOES know it is wrong.

Do you really think he accidentally touched your chest? Brushing it while reaching for something may be one thing but if he actually came right out and touched your breasts to get a reaction........what a pig. What a perv. You need to slap the crap out of him or tell your sister if he tries it again. Messing around with your sibling's spouse is a big no-no.
