Depends on the context.

As a normal adjective it is 黒い (kuroi)

When combined with other kanji characters, it is usually pronounced "koku" as in 黒人 (kokujin) which means "Black Person" (or as politically correct Americans say, "African-American")

So to say, "That is black" you would say それは黒いです (sore wa kuroi desu). But to say "He is black" you would say 彼は黒人です (kare wa kokujin desu) lit. "He is a black person"
