Has anyone seen a snow cover only high upon the roofs of the skyscrapers like on a mountain top?

I doubt it because the building heat would melt it. I have had a view of all of Manhattan from my living room window for 20 years and I have never seen it. Its a nice thought though.

The general heat of the ground in Manhattan rises up so it can never snow up high on a skyscraper yet turn to rain closer to ground.

Tall buildings aren't nearly as tall as mountains, so, no, this doesn't happen.
