Can I put a movie on a CD-R disc and play this on a DVD player?

No, unless the movie is a VCD and not DVD format. Otherwise, you need to put it in a DVR disc.

You can, the only downside is you might have to use 3 or 4 VCD's to get the same quality in that of a DVD. Also, it's hard to find VCD's in most places of the US, so it makes me wonder, what will you putting on a VCD>>>>????

Yes, if you record it in either VCD or S-VCD format and your DVD player supports it.
VCDs are still quite popular in China and India.
Most cheap DVD players still support VCD.
