Non-Catholics are asked not to take Communion in a Catholic Church.
At the Last Supper, Jesus said, “Take this bread. It is my body.” The he said, “Take this and drink. This is my blood. Do this in memory of me.”
Catholics believe this was the First Eucharist, that through some miracle the bread and wine actually became the body and blood of Jesus Christ.
Catholics reenact the Last Supper during every Mass, where the priest, acting in place of Christ, changes the bread and wine into the body and blood of Jesus Christ.
This is a great sacrament of thanksgiving and unity of Catholics.
Anyone who does not believe in the actual presence of Christ and is not united with the Catholic faith is asked, out of respect, not to receive the Eucharist.
Catholics, out of respect for other Christian faiths, do not receive Communion in non-Catholic churches.
We pray that one day Christian unity will succeed and we will all be called to the same table.
For more information, see the Catechism of the Catholic Church, sections 1322 and following: http://www.usccb.org/catechism/text/pt2sect2chpt1art3.htm
With love in Christ.

I suppose the "could", in the sense that no one is going to stop them if a non-Catholic went up to receive Communion. If such a thing were to happen, the non-Catholic probably isn't aware that, by receiving Communion in a Catholic Church, they are professing belief in all that the Catholic Church teaches, believes, and practices.
See the dilemma?

Catholics could purely acquire Communion interior the Orthodox Church with past permission from the priest. in many cases maximum Orthodox clergymen won't oblige you. Reception of the communion in a non Catholic church implys which you settle for his or her ideals. in case you have completed this already you will could desire to submit to the Sacrament of Reconciliation earlier receiving the Eucharist back.

No. You have to be in a state of grace to receive the Holy Eucharist. That requires being baptized in the Catholic faith and confessing your sins.

Of course you can. If it has meaning for you, share the moment with the others in church. You don't need to announce that you are 'NOT CATHOLIC'...who is to know, but you?

No, they can not. But in most Protestant churches, any Christian regardless of denomination can partake in communion.

if they won't let you, come on over to our church, you don't need to be a member to participate in communion, just a Christian...regardless of your 'denomination'

They are not supposed to do it. Even Catholics are not supposed to do it if they are in the state of mortal sin until they have been to confession.
