if they seemed friendly and you were very attracted to them but they never looked over at you (they were either busy or quiet) but you knew that they wouldn't brush you off when you approached them (because you saw that they are friendly to anyone who approaches them) Would you start up a conversation with them to try to get to know them or just ignore them until they gave you "signals" of interest towards you?

If the person of interest seemed friendly- why not say hi. It's the first step in getting to know someone. What rule does it say that, that person of interest has to go first?

It depends, but if I was interested, I would definitely say hi and make some kind of eye contact. This would open the doors for a possible conversation, smile, etc. If you send the signals, perhaps the guy will be more inclined and open to proceed. I heard that if you can say hello to several guys a day, you're more likely to meet a prospective date. Sometimes a guy just needs to see a signal. It's also up to the female to step outside of our comfort zone and in a subtle way let them know we are interested.

Yes. I did that to a guy who is the hottest guy I have EVER seen, hes really sweet and really nice and easy to talk to. I said hi to him one day at school and we talked for about 3 minutes and now everytime we see eachother we smile at eachother and sometimes we go over and talk if we have time. My friends bug me about him though because he gay and they act like hes a freak but if they got to know him im 100% sure they would just love him (and he doesent act gay).

If I was attracted enough, chances are I'd approach them and say "hi" and maybe comment on something that would be appropriate for the time/location/situation.

Why wait around for them? No risk, no reward. ☺
