Check out the Expats in Turkey website. As a member of the group, you can ask the advice of some expert ex-pats. If you come to Istanbul -- don't forget to visit my stomping ground -- Sultanahmet.

If he's working in telecommunication industry, it would be a good idea to send an application to the companies in that area. Like Turkcell, Vodafone, Motorola....

It is quite unlikely he will get a telecommunication position in Istanbul or Izmir with an American company and the salaries for that position in Turkish companies are quite low.
Please don't close your question soon. I may have an answer for you tomorrow night. I have to contact some people.

EDIT : OK, I 've heard that the US company Mantech is hiring telecommunication techs and engineers.

He may apply to some consulting agencies where he can work as an instructor for young businessmen. There are local branches of Arthur Andersen and Ernst and Young, for example.
Edit: Hmm. Looking at the thumb-downs, either our 6 trolls are back, or our 2 trolls with 3 accounts each are back. :DDD

he can teach english either in highschool or college if his native language is English regardless of his college degree. That`s what many expats living in Turkey do.
