I was in the USN for awhile...
Best places for Navy people on shore duty are probably Hawai'i or Cali. Hawai'i is the only state that has COLA and BAH. Cali has the highest BAH of any state, especially if you are stationed in San Dog somewhere. Florida is not bad if you take J'ville or somewhere else on the panhandle because you can get to P'goula pretty quickly and gamble if you want . But it really depends on what kind of duty you're looking for and what your rate is. Each place has it's pluses and minuses. For example, Pearl is beautiful but you get island fever after awhile and want to get away. San Dog is like ALL MILITARY ALL THE TIME...no matter where you go no matter what you do THEY ARE EVERYWHERE. J'ville is cool, but it's J'ville...there isn't much going on really other than the football games and when the season is over then what do you do?
Also a lot of guys choose Florida so they can make it their home of record so DFAS uses it and they don't get charged income tax. Same goes for Cali, but while you're in Cali you have to pay income tax and it's pretty high.
I'd say if you want to go for the;
Money - Hawai'i
Lifestyle - Florida
Weather & good support network for military folks - Cali

We've been in all 3 and choose Hawaii over all them time and time again California, especially San Diego is very expensive and there is no COLA for it. But if you are single it is a pretty good area lots of night clubs/bars, sporting events, etc... Hawaii is the same but the difference is there you get COLA which is nice, the tax is just above 4% so stuff can be cheap. You have 4 main commissaries and 5 exchanges to shop at to get your deals. If you like the beach then this is the prime area.

If you get to choose I would go to Pearl. I was never there while "in" but I did spend time as a civilian in Honolulu on many many occasions while working. Did see the base while working at the Credit Union. Average base.
I was doing 1, 2 &3 week stays. Was getting dates with locals and having fun. I would not want to call it home long term, but between the locals and the Aussie women (tourists) in Waki Waki I had much fun.
I have done the same in Florida and cannot say much beyond the weather was nice.
San Diego is a fun town, but it do get cold in the winter. Girl action was good but that was 20 years ago and I had hair.

Pensacola NAS is a sure bet!
1. Loads to do
2. Not nearly as expensive as the other two choices
3. People a very cordial
4. Babes are HOT!
5. Beaches beautiful
6. Politics moderate
7. The Gulf of Mexico is incomparable in recreation opportunities and beauty
8. Did I mention the babes?...Oh, yes...
You can't go wrong!
Those are the Pros...Can't come up with any Cons...

Hawaii-- way too expensive, but very beautiful and fun. I went there on a vacation when I was six :)
Florida-- don't know too much about it, but I've heard that it's really hot and humid.
California-- Probably your best choice. Very warm but you've got deserts, mountains, lakes, the ocean: lots of variety.

I agree with Ghost of Uncle Ben, I also live near NAS Pensacola (3 miles to back gate) and it is a lot better in the Panhandle, not so many stupid tourist clogging the highways looking for Disney World.
However the only bad part being stationed there is your up the creek without a vehicle.
But over in Bollixi MS, you can party and gamble all you want.

I live in FL. I moved here by choice from Michigan and I am loving it!
However, I chose FL partially because it is closer to home in MI than California and Hawaii.

Stay away from California. If you are stationed here ensure that you remove any stickers from your car that indicate a military affiliation or you risk having your car vandalized.

Hawaii and California are extremely expensive and Florida is oppresively hot/humid. It's a crap shoot, good luck!
