Everyone is bootcamp is considered an E-1, but several people are in advanced programs and come out as E-3s.
I went into the Navy as an E-3; I was considered an E-1 in bootcamp, but I received back pay for an E-3 once I graduated.
I do not know of any program in which a recruit is advanced to E-4 right out of bootcamp. Nucs are advanced to E-3, but they must complete A-school before they are promoted to 3rd class petty officer (E-4). A person must have a rating for becoming a petty officer and one can not earn a rate in bootcamp.
Your friend might just be mistaken on when he can actually advance.

There are some thing a recruiter can do.
He could probably make E-2 if he passes an exam with the recruiter..he has to learn the ranks of the navy, general orders and pass the physical exam.
I did this before I joined and currently an E-5.
Not too sure if they do this now.
Another thing which my co-worker has done is complete such amount of college. Once they reached a specific amount of college credits..they come in as an E-3.
Once in bootcamp...If you're a hard-charger/hard worker/highly motivative person.. The Instructors or RDC we call it...they choose a couple people to automatically advance and the same goes for A School/Job Training School.
In A school...if you top the class or one of the top that they can allow...you'll advance to the next paygrade.
I could've gotten out of the military as an E-5. It is possible.
I know someone I used to work with that came into the fleet as an E4 and now is an E6.
Some rates/jobs automatically advance you to E4 once you complete A School and/or C School

Again, your kid friend is talking big to impress you. Those of us who have been in the Navy a long time now and to boot camp are telling you he is full of crap.
E-1 IS called Seaman Recruit
E-2 IS called Seaman Apprentice
E-3 IS called Seaman
So your little friend is clueless because and E-1 is always Seaman Recruit regardless if you are in boot camp or in the fleet.
He will go to Boot Camp as an E-1 Seaman Recruit if he already went to MEPS and signed his contract.
AGAIN, he is NOT IN the Navy so he is still a civilian just like you until he finishes boot camp successfully.
HE will NOT be an E-4 EVER coming out of boot camp. He MAY get E-4 after successfully completing "A" school depending on the school, but most of them don't have that program anymore.
He wants you to be super impressed with him even though you should just be impressed with him enlisting regardless of what paygrade he is.
Tell him you are proud of him regardless of his paygrade and stop telling you BS stories.
WE have no reason to lie to you, he does. Maybe he likes you more than you think. Think about that idea for a while.

E-1 is the rank he will have after bootcamp. However, there are incentive programs while in Dep that one can attain higher rank, such as get people to join or things like that.
As for becoming an E-4, right out of boot camp, there are instances where that happens depending on what rate they choose, and some rates make you wait six months, but for the most part than doesn't happen with respect to making E-4.

Yes it is lies or he is being lied to. He is a DEP and that is it! The day he arrives at basic training, he will be an E-1. If he is taking college before he goes, he may get credit for the college time and graduate from basic as an E-2 or E-3. However, this is something only the recruiter can answer.

No one is any rank, except recruit or DEP, until they actually get to boot camp, then they will probably still call you recruit. "E" constitutes enlisted pay grades. You do not get paid until you enter boot camp, day one. So no DEP person is any E rank.
Next is the fact that yes, you can gain incentives to gain higher ranks in DEP (getting others to join) making your initial enlistment a little quicker to gain rank. I have seen many Sailors come out of boot camp as E-3, no higher. (Marines will only make 1 Lance Corporal, E-3, per graduation company). To attain E-4 in the Navy you must have a rate, or job. You must either complete "A"school, or strike your job for the non technical rates (BM, QM, SM, etc.).
SO long story short, no E pay grades for deppers, no one makes E-4 from boot camp.
Hope this helps.

ok first of all to Dr Luv. E ranks are universal. E and O simply designate officer or enlisted and are used in all US military E and O simply signify your basic pay rate nothing more.
As far as getting out of boot camp as a E 4 not possible. Not out of boot camp. To reach E 4 you MUST get through A school training. You can get guarenteed A school graduate boot camp and go straight to A school then once out of A school become a E4 but there is also a time requirement i think of 6 monthes per rank I am unsure if it can be waivered or not. But if you have guarenteed A school you will be a E 4 in pretty short time compaired to those leaving boot as a E2 without guarenteed A school.

you can't be an E-1 while in DEP. In DEP your considered a DEP Recruit So, and So. I was an E-1 at RTC. He could get rank before he enters RTC, such as referrals, and passing his PQS and what not..but, upon entering RTC, everyone is at the rank of an E-1. Like, I was told I was going in as an E-2, well, that was a lie, I went in as an E-1, even though I had referrals, and passed my PQS.

yes it is. until he goes to boot he is still a civilian. and no matter what he wouldnt come out anything higher than a recruit unless he did jrotc in high school in which case hell graduate a Seaman apprentice. tell him he needs to stop lying. im pretty sure it takes people about a year to get promoted to the next rank, but thats just what ive been told. he would have to be in a while before coming out as a Petty officer 3rd class(e4)

this friend is a recruit, an e-1 until he graduates bootcamp. i'm not sure if they still offer it but if he gets a friend to join they may give him e-2 after completing bootcamp and maybe e-3 with some college credits again after bootcamp. until this friend goes to bootcamp and makes it thru they are a recruit e-1 period.
