If you mean "baiting" them as in hunting them (We are after all in the HUNTING category) and using corn etc as bait than NO it is not legal. Ducks are migratory birds and as such the are subject to Federal Migratory Bird laws and restrictions. There are big fines and possible jail time if caught.

Feed all that you wish to in the Park, just don't be armed with any type of firearm...lol

Of course it is. Mind you, it is only legal if they don't have a sign that says "DON'T FEED THE DUCKS!" And make sure you don't hand-feed them, you might get bitten. Hope that helps! Bye! :)
