Open up regedit
Browse to HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/MSIServer
Select ImagePath in the right pane
Make sure that value contains X:\Windows\System32\msiexec.exe /V
(where X is the drive letter where windows is installed)
reboot into safe mode
open the run dialogue box and type in "msiexec /regserver" then hit ok
reboot

Windows installer should now work.
